Model year from VIN decoder

Note: Not all VINs contains model year (ie. VINs starts with VF...)
You can order windows library with "Year From VIN" function.
     Function returns -1 when model year is not included in VIN.
     Function returns -2 when model year decoding was unsuccessful.
     Otherwise function returns model year.
